California's Medicaid program is called Medi-Cal. Medi-Cal provides health care
coverage and health care services for low-income families and individuals. These are the people
who have a very low income or none at all. As citizens, they all deserve quality healthcare like
the rest of the people. This is why there is a special program for them to help them receive
quality health care at a lower or no rate at all. Each of these people is grouped in to different
categories based on their needs and income. This is helpful when distributing funds as well
during healthcare. Medi-Cal covers individual with disabilities, families, seniors, pregnant
women, children in foster care, and non-parents whose income is below the 138 percent of the
federal poverty level (FPL) (California Department of HealthCare Services, n.d). Pregnant
women can qualify for the Medi-Cal services with income up to 213 percent of the FPL. For
