Take 2x outside from the first two terms since 2x is a common factor and

3 from the 3rd and 4th terms since 3 is a common factor

6xy-4x+9y-6 = 2x(6xy/2x -4x/2x) + 3(9y/3-6/3)

                      = 2x(3y-2) + 3(3y-2)

Since (3y-2) is a common factor, take (3y-2)

                       = (3y-2) (2x+3)
