On the surface, it would appear to be a want; however, if one agrees with Maslow, needs are being met by such a facility. As a restaurant, it would fulfill some biological needs; since it would be occupied by the proprietor and other customers, it could help to meet love and belongingness needs. The video games would help to fulfill esteem needs (mastering one or more games). If we include the expanded hierarchy, if could also help to satisfy aesthetic needs (well-crafted pastry is pleasing to the senses). Given these factors, I would consider it to be a need for consumers.
