The notion of the internet is still debatable, with best practices still depending on the
users. This is a challenge that has made the federal government, or any other government, not
intrude in regulating the internet. The internet was only discovered in 1983, and it only started
taking shape and extensive use by the public in the 1990. It is barely 35 years old. The United
States Constitution was written from May to September of 1787. The constitution is 220 years
old. This implies that the constitution was not written with internet regulation in mind. The
internet has become a new constitutional concern, as it needs to be regulated, but the major
concern is whether the government should regulate it (Dewenter, and Rösch 209-229). Net
neutrality should remain to be the case in internet usage, with users filtering what they need to
use without government regulations.
Protagonists standing for governmental control of the internet argue that the internet has
allowed usage to points that have caused ethical and legal concerns. They explain the fact that
there are black-markets on the internet, for instance, selling computer programs or books
cheaply, than they are sold by the companies producing these services. They see this as a way of
killing the internet markets, and a factor that is slowing down profitability in legitimate service
providers. Secondly, they argue that the internet needs to be controlled because net neutrality is

getting out of bounds. Getting information from any source, without filters is not exactly an great
idea. Some websites, for instance, have been identified to send files, to internet users, which are
infected, cause great damage to computers, systems, and sometimes, even governments.
However, these websites continue to operate without regulations, because of net neutrality. They
also complain of copyright violation, privacy intrusion and many other facts (Dewenter, and
Rösch 209-229).
These are facts, and the situation needs to be controlled. However, the protagonists make
a mistake of selecting the federal government as the main body that should regulate the internet.
If the federal government was to control the internet and close websites that they deem to be
violators of their new policies, it might cause international conflicts because most internet
service providers are not from the United States. How will the federal government control the
