The person defining the problem is Tiffany. She is a little girl who had been accused of
prostitution and charges had been pressed against her as a criminal. After, the male speaker
makes her know that the charges placed against her had been and says that she was forced to do
what she did, she mentions prostitution. She actually introduces us to the problem. As a young
child, she was forced into prostitution which was actually against her will and she was a victim
and not a criminal.
Different values are reflected in defining the problem. The first value being portrayed is
justice. The young girl had at last obtained justice. Being involved in prostitution was not the
wills of Tiffany. According to the male speaker, the young girl was actually forced into
prostitution against her will which made her to be treated as a criminal. But at long last, an act
