a) since circuit is parallel Vin=Vout .

taking V as the voltage the answers will be

V/V=1 hence Hv (w)=1


b) when capacitor is fully charged Vout will be zero because no charge is flowing into the capacitor.

then Hv (w)=0/Vin=0.

So for Vout in part b, we only consider the fully charged state of the capacitor and don't consider the uncharged state at all?

we do not do consider unchrged capacitor because capacitors works when it is fully charged.
