Introduction
Sensitive issues in the society that concerns individuals in the society to a point of being
critical needs and taking action always trigger the development of public policies. These issues
that lead to the development of public policies result from when individuals with similar problems
are forced to cope, without a solution and for an undetermined period of time (Lehtinen, 2017).
Effective public policy making is the only solution to all the problems that could be or anticipated
to face the society. One of the main public policy problems is illegal immigration which is caused
by people from other countries entering the country through unrecognized processes by the
government (Lehtinen, 2017). Illegal immigration can be carried in two different ways. One of the
ways is where people enter the country using forged or fake documents that seem to be in
accordance with what is required by the authorities. The second one, especially from neighboring
countries, people get into the country using illegal routes. This is mostly carried out through roads
connecting the countries.
The problem of illegal immigration is becoming more and more critical challenge
especially on policymakers (Lehtinen, 2017). The issue results in the indecisive situation on
policymakers' part. An effective policy will have significance for political economic and social
development of the nation. For these reasons, immigration is deemed to be a major public policy
problem. All the involved individuals in policy-making processes such as should work tirelessly
on the problem due to its impact on the nation. Immigrants move from their home countries to the
United States of America due to various different reasons. Some move to the United States of
Amerca having in their mind that there are green pastures in the country (Lehtinen, 2017). There
are others who end up in the United States of America due to political or civil/tribal violence in

their home countries. However, there are others who move into the country with evil minds such
terrorism or illegal drugs smuggling.
The Scope and Nature of Public and Political Awareness
Immigration or illegal immigration is large and expanding rapidly hence it has led to public
and political awareness. The illegal immigration has resulted in serious and prominent public
policy problem. According to Ngai (2014), says that in the year 2008 there were about 12 million
immigrants in the United States of America. A research conducted by the center for immigration
studies suggested that by 2060 the population is likely to grow by 56% due to increased
immigration. From this suggestion, the population will adversely and negatively have an impact
on the economy of the country. The impact will affect politically, economically, and also cultural
practices of the people. Social practices will also not get despaired due to factor is generally known
to be associated with the increased population growth. In each and every country there is need to
have a population that is equivalent to the available resources in that given country (Ngai, 2014).
In the United States of America, illegal immigrants have no rights. That fact portrays the
nature of public policy problem as concluded in the United States of America (Ngai, 2014). This
