log410 = use the change-of-logarithm formula

log1010 / log104 = use the formula logc ab = b logca

= 1/(2log102) × log1010.

Note that in fact  log1010 = 1 but it is required to write the expression as a multiple of a common logarithm (that is, a logarithm to the base 10).
