Culture is a deep-seated and integral part of any institution. Successful companies pride
themselves on having a healthy culture that supports and promotes the beliefs, norms, and values
of every stakeholder. Despite the size, vision or mission, each non-profit organization must
understand the significance of incorporating culture into its operations. This paper will present a
cogent argument regarding the importance of organizational culture for non-profit agencies
particularly the Human Rights Watch organization. The article will explain how an organization’s
culture influences the creation of ethical and unethical practices as well as how culture influences
decision making for the body. The paper will describe the role of public administrators in applying
the relevant internal and external controls to ensure responsible conduct is maintained within a
civic organization. Further, the paper will describe an ethical dilemma and how such a dilemma
can be resolved by application of moral decision-making models and techniques.
