Are propositions, recalls, and referendums democratic?
Proposition is a mechanism commonly known as initiative where citizens in some states
can amend the state constitution or make laws without having to wait for the state legislature to
take action. It is a process which allows citizens to bypass the state legislature through placing
proposed statutes on the ballot. Propositions are either direct or indirect. Recall is a direct form
of impeachment and a procedure which allows citizens to remove and replace public officials
while serving their terms in office. Referendum is where voters are allowed to veto a bill which
was previously passed by a state legislature. Rather than the citizens taking the initiative,
referendums follow from what the state legislatures have already done (Ford, Patrick & Tiangay,
2015).
Propositions, recalls, and referendums are three powers which are reserved to enable
voters, through petition to repeal or propose legislation or to remove an elected leader from
office. Democracy uses the three to give citizens a greater control over collective decisions and
elected representatives. Referendum allows citizens to vote on specific issues or proposed laws
which can be advisory or legally binding, initiatives allows or gives the citizens rights through
signatures on petition to have a proposition they drafted put out a vote by electorate approvals,
