The Tidewater Police Department is a small rural department that consists of 22 police officers, 4 detectives, a criminal intelligence analyst and 3 secretaries. The mayor just hired you as Chief of the department. About half of the officers have 20+ years of experience and the other half have less than 3 years of experience. You learn that there have been 4 civil cases filed against the department for police officer misconduct within the last year.

The fundamental role of police officers is to protect lives, property, and to ensure that
laws are enforced at all time. In their profession, police officers are guided by stipulated laws
which require them to conduct themselves within the confines of such laws. Under such laws, the
public expects the police offices to conduct themselves in fail, responsible, and impartial manner.
While this is the case in most countries, most police departments have found themselves on the
receiving end for the accusation of violating the same principles they are meant to uphold. In
most instances, laws and regulations guiding police officers are often vague and non-specific of
desired conduct and behavior. As such, police lack a clear guidance to regulate their conduct
which informs the need of coming up with codes of conduct for different police departments.
