In the last 20 years (as from 1997 to date) both negative, and positive changes have taken
place in Baltimore city. Some of these changes were a result of deliberate efforts by the city
government, and its residents while some changes occurred incidentally. For example, as from
1997, the city made comprehensive changes in the city bureaucracy. A program named CitiStat
was initiated which saw Baltimore move from traditional spoil-based system of local government
to a new result-based system of government (Baltimore City Department of Planning, 2006). As
opposed to the former system of government, the new result-based system was citizen-oriented,
and responsive to the immediate needs of the city.
Baltimore City Department of Planning (2006) connects this change in the system to the
positive reduction in violent crime rates, and death resulting from drug addiction. For instance, in
1999 Baltimore was the leading city in the USA in violent but that has since reduced down to 40%,
the lowest since the 1960s. The city has also experienced reduced rates of mortality resulting from
sexually transmitted diseases, tuberculosis, and lead poisoning. As a matter of fact, the city has
reduced the number of children with serious lead poisoning by 45% (Baltimore City Department
of Planning, 2006)
The social life of the city has also improved in the last 20 years. Contrary to the past, the
city is now pedestrian friendly with coffee shops, restaurants, and clubs at walking distance
(Baltimore City Department of Planning, 2006). This implies that people can safely walk, and
