Needs assessment entails the collection of information about an expressed or implied need in
an organization that could be fulfilled using training. The need can either be the desire to
ameliorate current performance or correct a deficiency whereby performances do not meet
prevailing standards. The interpretation is that there is a prescribed way of achieving a task and
that when one varies from this prescribed method, there are problems. The process of needs
assessments is crucial for a trainer and employees undergoing the training to ascertain the
training need or performance deficiency. Needs assessment involves a three step process where
information is collected, analyzed, and a training plan is drawn. The purpose of conducting needs
assessment is to find answers to familiar issues ranging from why the training is being conducted,
who is involved, how the performance deficiency can be fixed, what the best way for
performance is, and when training will be conducted.

Needs assessment is conducted in a three-phase process:

i.

Gather information-analysis constitutes gathering information that informs
appropriate decisions. The phase can involve collecting existing information or
generating new information, formal or otherwise.

ii.

Analyze information-information is analyzed, interpreted, and conclusions are drawn.
Analysis of information is a collaborative process that involves all stakeholders.

iii.

Formulating a training plan-after analysis and interpretation of information and
coming up with conclusions, this information becomes the basis of a training plan that
establishes how the performance deficiency will be addressed.
