Introduction
Cultural competence refers to a set of matching attitudes, behaviors and policies that
converge in an agency, system or professional and enable the agency, system or professional
to operate effectively in cross-cultural situations such as dealing with transgender individuals.
The American Psychological Association (2018) defines transgender as an umbrella term that
is used to refer to individuals whose gender identity, behavior or expression does not kowtow
to that normally linked with the sex to which they were assigned at birth. This assignment
