Our representatives? Chapter 3 of Criminal Justice Policy, “Street-Level Bureaucracy: From Policy to Practice” takes us from theory to reality. Arsneault states,

“Without someone to implement it, policy is nothing more than words on a page. Furthermore, what is written as policy is often more theory than reality, because implementing a policy at the street-level is seldom as neat and clean as it appears on the page.” (p. 37).

First, select a crime control policy (e.g., the three-strikes law, legalization of recreational use of marijuana, combatting terrorism and the Patriot Act, gang initiatives, or gun control, etc.). In your paper:

  • Summarize the key elements of the selected crime control policy.
  • Explain the political process that sets the foundation for the selected crime control policy.
  • Examine the role of the federal government when it comes to formulating crime control policy.
  • Discuss how the U.S. Congress influences crime control policy of the states and ensures consistency of laws among the states (Note: Traditionally, crime control legislation falls under state legislatures. There are articles on various policies in the Arsneault, 2014, chapter.)

Introduction
Repeat offenders are the most notorious criminals for the local and state criminal justice systems
can manage. These kinds of criminals are considered to be unresponsive to incarceration as a
technique applied to modify their behavior and undeterred by the prospect of serving their
sentences in prison. Therefore, in order to develop solutions to this current problem, longer
sentences for such group of offenders have been preferred as the most effective technique to
apply by crime control policymakers and the general public. Supporters of the three strike law
are of the opinion that imposing lengthy sentences on repeat offenders would generally decrease
crime. Extended sentences have the effect of cutting off repeat felons from the good society for
extended periods of time and therefore restricting the ability to commit additional crimes.
Therefore, such crime control techniques will ensure that offenders are totally discouraged from
committing new crimes in the long run. This paper shall explore the three strike law as a crime
control policy, discussion of its basic features, the role of federal government in policy
implementation and the influence that the government may have on policies created to control
crime (Flynn et al., 1995).
Key elements of the selected crime control policy
The three strike law was developed in order to impose longer prison sentences for repeat felonies
in addition to other changes. Any individual convicted of a certain crime and had been
previously convicted of another similar or different crime before will be subjected to a sentence
enhancement.
