Purpose of the study
This research study was conducted by the federal government to establish the police
conduct towards crime suspects of African American descent. The project was carried across all
the states with reasonable black community population. As a result of widespread outcry and
demonstrations arising from what victims of police brutality have termed as the use of
unconventional means during the arrest, interrogation and general handling of black suspects, the
government carried out this project to try and establish the problem, its source as well as to
understand the feelings and attitudes of the general population from all races towards the issue at
hand. It also looked at establishing better ways of handling the culprits found guilty of police
brutality most of who normally get away without any punishment or prosecution (Donnelly &
Whelan, 2017). It also looked at understanding the general perceptions in the public which may
have led to stereotyping and perceptive beliefs about members of the black community and
minority groups.
Design of the study
The study was carried out in different phases beginning with the states with much larger
black populations which are thought to be rich in resource for the better understanding of the
