Let's first write the equation 2x+3y=24 in slope intercept form
2x+3y=24 <=> 3y=24-2x <=> y=-2/3x+8
The slope of this line is -2/3
The equation of the line perpendicular to the last one is y=mx+b
As these 2 lines are perpendicular, the product of their slopes equals -1 so m*(-2/3)=-1 so m=3/2
So we have that y=3/2x+b or this line is passing through (-6;2) so 2=3/2*(-6)=b and finally b=11
Finally the equation of the line is y=3/2x+11
