Occasionally, a student will suggest that his or her product or service is universally needed, such as providing a haircut. Therefore, they plan to target everyone.

Why is this not a good idea? What criteria should be used to determine which market segment(s) to target?

His idea is not good because not everyone  who likes haircut being budget conscious or possibly the opposite

his test is a major concern as well. For example, the ‘rural people’ segment could also be allocated to any of the other segments, so there are insufficient differences between the segments.
