In the user-centered design approach, the user best knows his or her goals and the goals are the only guide to the designer. In an activity-based design approach,designers focus mainly on the behavior of the user and not on his / her goals.
Explanation & Answer
As I build websites for a living I can tell you that the user in any case knows that either they build a website for a reason and thats to make money or and it could also be for fun and they have a passion for it maybe even in my case. I dont make millions but i get by. The goals apparently like in my case is to make money but also you become and expert like me as the days go by. You learn more on the job just like any career and you end up getting more experience as time goes by by building more websites by using HTML and CSS or even PHP etc. When im not actually working or in school and have nothing to do i like to get my HTML and or javascript book and sit down and practice. So its also important that you dont lose practice as i also like to keep up with my skills whenever necessary. Good luck!
