I'm pretty sure the answer is b. negative reinforcer. The reason I say this is because the mom yelling is increasing the behavior of the child and thus reinforcing it. What the mother is doing is intended to be a punishment, to decrease the behavior, but it has the opposite effect. Hope this helps.
