History of Tests and Measurements
The American assessment and testing are one of product 19th-century European social
science. The period from 1840 to 1875 plays a significant role in the history of current American
educational testing. In this period, formal writing assessment replaces oral examination which
was used to examine students' level of understanding in school. Even though the early
standardized test was not designed to perform a comparative examination of students and their
schools, it plays an important role in examining students' progress (Wortham & Hardin, 2015).
The use of assessments and tests as instruments of education practice and policy is growing.
Through years of school, tests and assessment are employed to make decisions about placement,
promotion, tracking, and retention.
