Do government programs such as setting of minimum wage help in the improvement of
welfare of workers? The provision of minimum wage is provided in up to 90% of the world’s
countries but its implementation varies from one country to another. In order to properly
understand minimum wage as a societal problem, it is important to understand the different
definitions of minimum wage, the factors affecting its implementation and the different policies
affecting its effectiveness. Minimum wage can be defined as the least or minimum sum payable
to a worker for services provided or work provided within a given period of time as provided by
the law in order to guarantee that the minimum needs of the worker are satisfied according to the
prevailing social and economic conditions (lemos, 2006 p.5). From this definition, minimum
wage has a binding nature in that it considers factors such as time and is recognized by the law
and regardless of the method used to come up with this wage, the social and economic factors are
put into consideration.
At the present age, the economic, social and political conditions of every individual are
highly determined by their income and this is what makes minimum wage a societal problem. As
a result, there have been several laws that have been put in place in different countries globally to
ensure that employers comply with the set standards of minimum wage and that, workers’ rights
are protected by the law. By governing the minimum wage, people are assured that their rights
will be protected and their needs met. Minimum wage affects more than just the economic state
of an individual. It goes further by impacting several other societal problems such as poverty and
inequality gap. A higher minimum wage reduces the income gap between low and high income
earners. Reduction in the income gap impacts inequality gaps in a social aspect in that is
consequently reduces the number of people living below the poverty line.

However, there are still questions on what exactly is taken into account while setting the
minimum wage and these factors are different in different countries. In most countries, only the
basic wage is taken into account when setting the minimum wage while others include
commissions and bonuses when setting the minimum wage. The issue of whether benefits of any
kind are to be included while considering the minimum wage is a sensitive matter when
reviewing the subject of minimum wage as a societal problem. If minimum wage is meant to
offer an economic and social protection to workers, it is important that only benefits that point
towards achieving this are included in the minimum wage (Card, 2014).
Problem
In this discussion on minimum wage, only one fact remains undisputable and that is the
fact that minimum wage is a society problem affecting more than just the workers’ lives but also
the state of a nation (Rama, 2000). Minimum wage affects very many factors in the state of the
economy and the society and since factors affecting it vary, determining a minimum wage is a
very sensitive topic that requires much consideration and evaluation of different factors. The Fair
labor Standards act of 1938 allowed for the setting of the minimum wage with the first minimum
wage being set at 25cents per hour in the United States of America (Neumark & David, 2014).
Since then, there have been considerable changes in the limit of the minimum wage over the
years with the last change in the minimum wage being set in 2009 from a minimum wage of
$5.15 per hour to $7.25 per hour. Currently, Washington State has the highest minimum wage in
the country at $9.19 per hour. The average minimum wage in the United States is currently at
$7.57.

In the USA, the minimum wage varies according to the economic state. For example,
congress can raise the minimum wage during times of low unemployment and lowers it during
high unemployment economic state. Stereotypes on who earns the minimum wage are very
