Credits Upon completion of this course, the students will earn 3 hours of college credit. Course Structure 1. Study Guide: Course units contain a Study Guide that provides students with the learning outcomes, unit lesson, required reading assignments, and supplemental resources. 2. Learning Outcomes: Each unit contains Learning Outcomes that specify the measurable skills and knowledge students should gain upon completion of the unit. 3. Unit Lesson: Unit Lessons, which are located in the Study Guide, discuss lesson material. 4. Reading Assignments: Units contain Reading Assignments from one or more chapters from the textbook and/or outside resources. 5. Suggested Reading: Suggested Readings are listed within the Study Guide. Students are encouraged to read the resources listed if the opportunity arises, but they will not be tested on their knowledge of the Suggested Readings. 6. Discussion Boards: Students are required to submit Discussion Board posts in Units I-VIII. Discussion Boards HLS 3302, American Homeland Security 1 provide students the opportunity for student-to-student and professor-to-student interaction based on relevant course concepts and ideas. Unit Assignments Unit I Essay Prior to completing this assignment, make certain to read the Unit I Lesson and the required readings for this unit. You will then write an essay that should discuss the following items: the roles social media and the Internet play in helping to increase the terror threat within the United States; how previous domestic terror attacks including the attacks at the World Trade Center in 1993, Oklahoma City in 1995, the Khobar Towers in 1996, the USS Cole, and the attacks of September 11, 2001, could lead to future terrorist attacks; the effect that homeland security and intelligence efforts have had on terrorism since the events of September 11, 2001; future trends and patterns that may help shape homeland security programs going forward; and the roles of U.S. government agencies and corresponding policies and legislation in driving contemporary American homeland security. Your paper must be at least three pages in length. Use at least one additional outside source to support your position. All sources used, including the article, must be referenced. Paraphrased and/or quoted materials must have accompanying intext citations and references in APA style. Information about accessing the grading rubric for this assignment is provided below. Unit II Research Paper Topic Your final course project will be a research paper in which you determine your own tactical response to terrorism at a specific level of government (local, state, tribal, or federal). The research paper will consist of the following six sections: I. introduction of your topic that will be a homeland security program chosen by you at either the local, state, tribal, or federal levels; II. U.S. government's role in homeland security programs at the specific level chosen; III. motivation of terrorist group activities against Americans; IV. strengths and weaknesses of American homeland security's counterterrorism policies at the chosen level; V. tactical response options to terrorism at the chosen level using available resources and jurisdictional procedures; and VI. conclusion of your paper. The final project will be constructed in stages. The first stage will be in this unit, the second in Unit III, the third in Unit IV, and the final in Unit VIII. When you reach the final stage in Unit VIII, be sure that you have incorporated any feedback that you have received from your professor in the previous units. This will help to ensure a higher grade on the finished project that you submit in Unit VIII. For the first stage of this culminating project, you will need to select a specific homeland security program that you wish your research paper to focus on at either the local, state, tribal, or federal (U.S. military) level and compose a research topic based on that program and the U.S. government's role in that program. Your research topic will consist of the following components: a description of terrorism response operations at the local, state, tribal, and federal levels; and a description of the homeland security program you chose, its level, and the U.S. government's role in the program. HLS 3302, American Homeland Security 2 This assignment should consist of at least two pages and utilize at least two references from the CSU Online Library. Unit III Annotated Bibliography For the second stage of your research project, you will write an annotated bibliography that includes at least four scholarly sources that will aid you in your research of your proposed topic. The articles you choose should focus on the following topics: counterterrorism agencies at your chosen level of government and counterterrorism policies that have been developed since September 11, 2001, at your chosen level of government. In the summaries that you create for each of your sources, you will identify the agency or agencies discussed in the source and the counterterrorism policy or policies that the agency or agencies follow. In addition, you will discuss the strengths and weaknesses of the policy or policies. Keep in mind that your summaries should consist of at least 100 to 150 words. The entire assignment should consist of at least two pages. All sources should be cited and referenced properly using APA style. Unit IV Research Paper Outline In the third stage of your research paper, you will create an outline to demonstrate the structure of the paper and to ensure that you are on the right track with your research. Your outline should include the following information: your thesis statement, a listing of all six sections that are required to be covered in your paper along with a brief description of information you have discovered thus far regarding each section, and a rough draft of the conclusion of your paper. Ensure your outline identifies any left-wing, right-wing, or special-interest terror groups that may be encountered at your chosen level of government. In addition, determine ways in which these groups can threaten homeland security at your chosen level. Your outline must be at least two pages in length. Introduction
Los Angeles Police Department (LAPD) together with the homeland security in
California has introduced a program that identifies someone with intent or tendency of
committing an act of terrorism and works to stop their intentions before they happen. The
program which is known as P.A.T.H.E (Providing Alternatives to Hinder Extremism) is created
to design a path or framework for a person who raises a concern about a crime but has not
necessarily committed any offence (Lopez & Drechsler, 2017). This program gives a room for
crime interventions and deals with any potential criminal charges. The main motivation behind
this program is the San Bernardino shooting, the nightclub shooter in Orlando, and the man who
was accused of killing and injuring scores of people at an airport in Fort Lauderdale. The three
people behind these attacks had previously interacted with law enforcement before committing
these deadly attacks (Primoratz, 2004). The work of the program is further extended to other
affiliates of the Joint Terrorism Task Force which includes the FBI. As such, in the situation that
would arise with a person of concern, any other organization can be aware through this program.
