Ajzen built on the TPB on the theory of reasoned action by introducing perceived behavioral control. The theory includes three beliefs:

• Behavioral belief, which deals with the likely consequences of behavior

• Normative belief, which deals with the normative expectations of others

• Control beliefs, which involve the presence of factors, which promote or hinder performance of the behavior

According to the TPB, behavioral beliefs produce either favorable or unfavorable attitudes toward behavior, and normative belief results in perceived social pressure that result in perceived behavioral control (Ajzen, 1991). The combination of the beliefs leads to the creation of behavioral intention. The control beliefs aspect of the theory provides the conceptual framework to explore how managers may promote compliance with EPA regulations in Ghana’s mining sector (Ajzen, 1991).

Sommer’s (2011) extended theory of planned behavior (extended TPB) forms the basis of this
conceptual framework. Sommer’s extended TPB is an improvement of Ajzen’s (1991) TPB
which evolved from the theory of reasoned action (TRA), primarily by integrating Past Behavior.
In the extended TPB, Past Behavior is integrated with TPB by linking it to information
processing theory and particularly to Cognitive Style Theory (CST), which has already received
extensive recognition as an imperative factor in the determination of the behavior of an
individual (Sadler-Smith/Badger, 1998). As already mentioned, the extended TPB model is
based on an earlier Ajzen’s (1991) TPB model, which Sommer built on by integrating Past
Behavior into the TPB’s main elements (Sommer, 2011). Thus, the formation of intentions is
basically occurs on the basis of attitudes towards behavior, perceived control over behavior as
well as perceptions of social norms.
