Description

The National Counter-Terrorism Center (NCTC) was created based on the recommendation by the 9/11 Commission, in the wake of the terrorist attacks in September 2001, in an effort to eliminate duplication and create a more effective way to organize and evaluate terrorism-related intelligence. According to the Commission, the NCTC should be the center for joint operational planning and joint intelligence.

You are an FBI intelligence analyst assigned to the NCTC and have just received information from the FBI’s New York field office that a suspected terrorist will be traveling from New York City to Lahore, Pakistan sometime next week. The New York field office has also informed you that this individual may be meeting with other suspected terrorists in Pakistan to attend a terrorist training camp in the Northwest region of the country. The FBI received this information from a human intelligence (HUMINT) source with direct access to the reported information.

NCTC Role within the USIC
The national counterterrorism center (NCTC), in simple words, is mandated to create a

central ground of information sharing in allowing it to review terrorism information from
multiple security agencies and determine if it is valuable enough to warrant follow up. The
NCTC is a commission mandated to amalgamate individual pieces of information from the many
security agencies and make analysis to determine if such information is viable in posing a
terrorist threat to America or its citizen (The National Counterterrorism Center, 2016). The
United States intelligence community was previously found to lack the goodwill to share
information honestly enough to avert obvious terrorism threats. This shortcoming was affecting
United States ability to thwart terrorist threats as concerned; intelligent groups had limited
information to justify that a security threat existed entirely. This compartmentalization of
security information hindered a continuance investigative performance of one threat, and usually,
this threat was lost when the scope of one security agent ended. The role of NCTC was to create
sync between this compartmentalized information system and create sync between information
from intelligent group A and intelligent group F.
