Hoffman (2006) defines terrorism as the intimidation to a given group of people or threat
issued on the innocent citizen often to accomplish a political objective. Any act of terrorism
always affects all the aspects of the entire society. For instance, socially, people are always
scared of meeting in entertainment joints and all other public places for fear of being victimized.
Places with huge gatherings are also the targets of extremists’ activities. Economically, acts of
terrorism forces the government to shift its priorities and divert funds meant for developing other
sectors of the economy such as agricultural funds get shifted to terrorist response mechanisms.
