with specific criteria to be used by this system by January 2013. The implementation of this
system was to see New York State earning so many benefits, for instance, they would receive
$250million aid, $200 million grants. This would represent a 4% increase in the state aid if this
system was implemented successfully. However, and unfortunately, the deadline approached, the
teacher’s union and the state had not reached an agreement. In this article, I will be addressing
the strategies that can be used by the state to negotiate the agreement without making teachers
union feel oppressed. That is a negotiation strategy that will bring a win on both sides.
