Introduction
In spite of the current efforts by conservative politicians and their supporters to modify
the immigration policies of the United States, the country remains one of the most diverse in the
world. It is home to several minority ethnic groups that are increasing in population and creating
a society where there would be no dominant group or culture by the year 2025 (Hill & Miller,
2013). As other social institutions are grappling with the challenges of accommodating the
various cultural implications of the growing rate of diversity in the country, so are educators
because of the significance of their responsibilities in shaping the moral and intellects of future
generations. It is the imperatives of their duties that necessitated some of the laws and practices
that placed greater emphasis on multicultural education that include culturally-sensitive
curriculum, relevant teaching methods, and most importantly recognition for diverse family
structures (Allday, Neilsen-Gatti, & Hudson, 2013). Therefore, the necessity to design and
manage classrooms that meet the needs of all learners has transcended those associated with
special education to include the ones for English language learners.
The Imperatives of Meeting the Needs of Diverse Learners
The social dimension of the teaching profession that defined by the type of learning
environment provided for students is considered by researchers including McLeskey and
Waldron (2011) as the leading source of concern for both new and experienced teachers. They
noted that the classroom has changed from the being just an atmosphere for instructional delivery
to one that requires the management of the huge differences in the language, experiences,
ethnicity, and abilities of the student population. Apart from the social determinants of the
