Theory based evaluation (TBE) involves two theories; one related to the program and another that
deals with stakeholder perceptions. It involves the fusion of different views of several stakeholders
into one model or theory. TBE is important in enabling evaluators to explain the factors which are
responsible for the success or failure of a program. Without TBE, evaluators would not be aware
of what the approach entails when it is put into practice (Weiss, 2012). It improves the knowledge
on something, hence changing the attitude of the evaluators and consequently changing the way
they apply the program in practice. Several writers on TBE have always mixed up two theories;
