The EUAM Mission in Ukraine: The Civilian Security Sector Reforms
The European Union Advisory Mission (EUAM) is a reform program for the Civilian
Security Sector in Ukraine. It is significant to look at the position of the EU in this program as an
advisor and supporter in the reforms which were supposed to be implemented in accordance with
the EU principles.
The EU Advisory Mission Ukraine (EUAM) was a program launched by the EU in
December 2014 after an invitation from the Ukrainian government and approved by the Kharkiv
leadership. The central aim of the plan was to introduce a new approach on how the agencies
mandated with keeping the public safe will be conducting their activities. In attendance were,
Ukrainian and international staffs, law enforcement agencies and many representatives of the
local Regional State Administration. This 2014 mission based its findings and analysis on the
public opinion hence the many consultations that took place in at the time. Making the public the
center of study was essential because the mission was also community welfare-based.
The first session involved implementing new techniques for improving the safety and
security of the residents. Before the implementation, there had to be a collection of views and
opinions of the public while also trying to promote multi-agency cooperation which is essential
to the success of the EUAM specific missions. As much as the people were not going to be
involved in the direct operation of the agencies, they had to give an opinion of what they thought
about the idea and plans. Public consultations were accompanied by numerous surveys
distributed over the years that the implementation process took (EUAM, 2018).
This mission was not a forceful international implementation but a locally developed
approach which sought approval from the EU as one of the union’s members state. The idea was

wholly supported by the EU, and it had to be there to ensure that the new approach was in
accordance with several policies, laws and the general rights of the community. Apparently,
Kharkiv region was the first in Ukraine to have come up with such a program. The idea might
have been developed locally with the support of EUAM, but it applies the universal principles
and methods used by the other EU member countries. The Kharkiv region process was overseen
by the EUAM Regional Coordinator in Kharkiv, Verner Pedersen.
Like every leader in a mission that expects success, Pedersen depicted many attributes
that contributed to the continuity of the purpose so far. One of the most notable components of
his speeches was his hope that the approaches for creating and implementing strategies will
spread all over the nation as Ukraine keeps improving its relationship with the EU. One of the
factors influencing the success of EU missions is the cooperation of the leaders, apart from
Pedersen, there were also other key figures in charge of different components of the purpose.
At every step of its participation, EUAM activities were very diverse and included
advisory support for the development of useful documents, drafting laws and assistance in
purchasing the required equipment. The other vital activity perfumed by EUAM was
coordinating donor assistance in Ukraine for law enforcement reformation and also contributing
from its pocket for implementation of the strategic reforms. The EU had to give this support and
advice as the success of the program will be determined by how well the EU principles were
followed (EUAM, 2018).
Objectives in undertaking the mission
The EU was mandated with assisting the Ukrainian authorities to implement essential
reforms in the civilian security sector and therefore had to come up which reasonable and

attainable objectives. The EU has been there as an adviser on the various plans involved in the
mission. Its practical support in the reformation measures was relevant because they had to come
up with strategies that fulfill the EU standards and international principles on the right
governance and maintenance of human rights.
