Qualitative thematical content analysis: Saudi Royal Decree of allowing women to drive
On September 2017, the king of Saudi Arabia issued a decree that allowed the women
to be issued with driving licenses. I return, this meant that, contrary to the way that things
have been in the country, women could have the right to drive. At the time of issuing the
decree, a government authority was also created execute and oversee its implementation
within a period of 30 days. This decree was received differently by many western nations. In
fact, some clear differences can be identified in some of the US news media. In the following
section, articles from five US media will be explored alongside the focus of the paper. In
return, this will help in the identification of some themes that can be identified from these
news articles.
The New York Times
The New York Times was the first news media to respond to the decree. In fact, the
article “Saudi Arabia Agrees to Let Women Drive” was published on 26th September. 2017,
which is the same day that the decree was issued. The article is written in a way that focuses
on the issue as a major milestone towards equality in Saudi Arabia and also a realization that
the nation had to adjust its ways with those of the global family. In this case, the author
explores the reaction from both sides, with showed that the reception of the decree differed
across groups. Although females took it as a major milestone, a section of the males and the
clerics in the country seemed unmoved by the decree.
The author focused on gender equality, human rights, and economic contexts of the
outcomes of the decree. For instance, the article terms the decree as one that ends a
longstanding policy that has for decades oppressed women in Saudi Arabia. In fact, the article
also reported that this decree was one that could transform Saudi Arabia’s international image
and its public relations owing to the damage that the ban had done to the country on the

international sphere. Regarding economics, the article reported that the move could have a
significant impact on the economy as it could allow women more participation in the
workplace. At the same time, this could raise the efficiency of those in the working class

The article was written by Hubbard. In fact, it highlights a number of strengths in that,
rather than taking an opinioned a biased conclusion, the author explores the issues highlighted
by both sides including the supporters and those against the decree. Unfortunately, the article
is lengthy and provides a lot of views from both sides. This is a weakness considering that
presenting the reader with all the views while lacking a conclusion on the same makes it
difficult to understand whether or not the decree was meant to transform the country towards
the positive or negative direction. In fact, since most of the data presented are based on
personal views cited by social media users and other interviewed individuals, it may be
difficult to identify the reliability of the facts. However, it is also important to note that the
article cited some renowned events such as arrests and protests while also citing professionals,
government officials, and the commoners alike.
An important part of the article is that it explores the issue from a wider dimension.
Unlike some articles that are based on the opinion of the author such as those written by
columnists and analysts, this article presents the reader with data from a wider perspective and
directly cited from the affected individuals. In return, this eliminates the possibility of having
personal views and opinion, and that could easily delude or mislead the reader. This is
particularly the case for an issue that attracted both support and criticism from different
groups of people in Saudi Arabia and the Muslim world.
