Abstract
Community policing programs are on the rise. However, the increase in the number of
stakeholders and the resources committed to policing as well as the need to manage the
relationship between these stakeholder groups raise the relevance of management.
Community policing was founded on grounds of a need to improve the trust that the
community had towards the police departments. As such, bringing onboard the community is
vital to the success of these programs. One way to bring these stakeholder groups onboard is
by ensuring that they are well-trained on the programs and hat the programs entail. At the
same time, the police officers also need to be trained o interacting with the community. This
is a role that is carried out by the management. Additionally, the management of police
departments controls the flow of information in both directions as this is vital to the success of
the program and the trust that the community holds towards the program and the police
departments. However, the epitome of managerial need is on the role of police department
chiefs and management personnel in coordinating the programs. In this regard, their
managerial approaches determine the level of commitment, motivation, and success of the
individual police officers working in the program. At the same time, their competence
determines the decisions that the departments make and the resource distribution within the
community. The same case applies to community engagement, which then determines the
level of trust that the community has towards the program. The community needs to feel
appreciated while identifying the fruits of the program, which means that they need to be well
informed on the progress. To achieve this, which also serves as a way of collecting
information from the community, management of community policing programs needs to be
decentralized as much as possible. In fact, this also enhances the distribution of resources.

world. While the wave of its implementation begun in developed nations such as the United
States, this practice has been adopted in smaller economies and developing nations after
realizing the benefits that this creates in the management of crime (Shernock, 1988). As
Schafer (2002) reports, though not clearly defined as community policing, the support of
collaboration between the traditional police forces and the community can be traced close to
two centuries ago in a country such as the US.
As the world was revolutionizing and many cities were sprouting, the abrupt creation
of concentric settlements accelerated crime and made it difficult for the police to manage

crime. In fact, Schafer (2002) adds that, due to the classical approach to policing that allowed
police to use force and adopt a reactive response to crime, there was a need to change this

the police force and various community stakeholders that the long-lost trust was restored
