From political and historical perspectives, a negotiated settlement between the George W.
Bush administration and Sadam Hussein was theoretically possible, but highly unlikely. This can
be attributed to several reasons. First, commitment Problems played a major role in hindering the
success of negotiations. As indicated by Powell, commitment problems aggravate disagreements
leading to preemptive and preventive war (171). Although Iraq's disarmament and arms
reduction by the United Nations, especially through Security Council's resolutions, were initiated
by international efforts, peace talks and diplomatic attempts to stop the war were of no avail. If a
negotiated settlement was to be reached in this case, it would necessitate the complete
dismantlement of Sadam Hussein’s movement under strict supervision, something he was not
ready to agree to.
