and responsiveness.
Bureaucracy basically entails a system of government in which state officials rather than
elected representatives take most decisions regarding public welfare and well-being (Goodsell,
2003). Therefore, a bureaucracy is contrary to most modern government systems in which case
state officials only act as advisors to the elected representatives who act as the decision makers
for any state. The state officials in a bureaucracy are normally people that are selected to work in
government organizations on the basis their expertise and experience. The state officials are
expected to be non-partisan. From an organizational perspective is simply a way of organizing a
large group of people so that they can work together (Wilson, 2001). Bureaucracies are often
times inefficient and wasteful. However, they form a lucrative means by which large groups can
be brought together to work in compatible ways (Goodsell, 2003).
In government systems, the main function of bureaucrats is to foster the implementation
of government policies. Thus, it is the work of the bureaucrats to ensure that all the laws passed
by the elected officials are put into practice. Bureaucrats run the government through what is
known as public administration (Wilson, 2001). While some state officials write rules and
regulations that guide them in implementing government policies, other state officials directly
administer such policies directly to the people.
Since bureaucrats implement government policies, their actions have a significant impact
on how the government makes policies. The state officials, therefore, work closely with
Congress and the president to see that policies on public welfare are passed (Goodsell, 2003).
For a long time, the bureaucracy has been associated with issues of control. First, due to its large
size, it is difficult for the president and Congress to exercise ultimate control over every state


official. Second, the state officials, as a result of their skilled expertise, have more knowhow than
