Running Head: REFLECTION PAPER
Meeting: City of Fairhope City Council Meeting
Location: City Council Chamber, 161 N. Section Street, Fairhope, Alabama 36532.
Date: May 29, 2018 – 6:00PM
The meeting was chaired by the council president. The meeting began with an invocation
followed by a Pledge of Allegiance. Pastor John Mackintosh of the United Church offered a
word of prayer during the invocation. The meeting had 29 agenda items. Five of the agenda
items were ordinances and 17 agenda items were resolutions. After the pledge of Allegiance, the
meeting started with a motion to approve the minutes of a meeting that was held on 15 May,
2018. The minutes were approved unanimously. After the approval of the minutes of the
previous meeting, the mayor gave a report of the progress and strategic plans of the municipality.
Members present in the meeting were then allowed a maximum of three minutes each to air their
opinions and concerns on the agenda items 6 through 27. Members of the council then gave their
opinions on the agenda items before public hearing of an ordinance to amend the zoning
ordinance no. 1253 commenced (City of Fairhope, 2018). Since there were no concerns about the
public hearing, the council president laid over the ordinance for future adoption. Items 6 and 7
were discussed in length and council members added suggestions and clarifications on the
amendments of these ordinances. Item 8 was not discussed into great details because it had
already been deeply discussed in the previous meeting. The council members also had no
questions concerning this ordinance and therefore the ordinance was laid over to the next
meeting. No change was also made on item 9. Item 10 was a request for Site Plan Approval. The
plan was approved by voting in which case the approval was done unanimously. All the
resolutions contained in agenda items 11 through 27 passed the motion through voting.
Interestingly, all the resolutions were voted for unanimously by all the council members.
Though item 27 was voted for unanimously by all council members, it attracted a hot
discussion from both the council members and the members of the public that were present in the
meeting. The mayor had also to intervene and provide her opinion in elaborating the importance
of the envelope repairs for the Fairhope Library. The major issue on this item was the price
increase of $ 460,950.00 to a total proposal of $1,010,950.00 (City of Fairhope, 2018). From the
mayor’s explanation, it was apparent that no maintenance had been done on the library for over
ten years. The implication was ...
