In the year 1965, in conjunction with Medicare, the amendments of the year 1965 of the
Social Security bill were initiated. This was the public law (89-97). The key essence of forming
Medicaid was that it was to give the states the advantage of receiving federal funding for the
services offered to most groups of people who were categorically considered to be needy.
