You are a treatment program supervisor at a 400-bed minimum security male correctional facility. You currently have only 2 case managers to handle all 400 offenders, many of whom are preparing for release in the coming months. Each time an offender is released, another offender is immediately transferred in to that open bunk. The majority of the offenders in your facility are incarcerated on substance-related charges (possession with intent to distribute, robbery, felony DUI, etc.).

Prepare a research paper of 10–12 pages to present to administration to request the addition of 2–3 case managers. Discuss the concepts and theories of case management systems and case management responsibilities and service delivery to persuade administration to approve hiring 2–3 additional case managers.

Make sure your paper addresses the following:

  1. What are some of the issues that you and your case managers are experiencing with the current caseloads?
  2. How would you divide up your caseload—by housing unit, offense type, length of time left in sentence, treatment needs, etc.? Why would you use this approach?
  3. How would you convince administration that the additional case managers are necessary, even with budgetary issues? What roles and responsibilities would be most important to administration?
    • Within your paper, create a brief job description that identifies the essential skills and qualifications necessary for case managers today.
    • What are the daily tasks that case managers are expected to perform?
    • What are the additional or ancillary tasks that case managers might be expected to perform?
  4. Additionally, develop 7–10 interview questions that you would pose to applicants to find the most qualified applicant.
    • Consider the knowledge and skill base as well as working environment and potential ethical issues that need to be addressed.
    • What responses would make the candidate an appropriate choice for your facility?
  5. Utilize a minimum of 4–6 references.

Introduction
Supervision of offenders in a correction facility is an essential function of the criminal
justice system. Case managers in correction facilities provide a significant link between systems
within the prison and services needed to institute change to the criminals. Case managers operate
under supervision to and assist in rehabilitating convicted criminals and return them to the
community. The focus of a correctional case manager is to provide rehabilitation and social
services such as job training and counselling (Tahan, Huber & Downey, 2006). The underlying
case involves a shortage of case managers to handle the high number of inmates in the facility
because there are only two case managers against 400 offenders and the figure could increase in
the next two months. This means that the facility is experiencing workload issues and there is the
need to increase the number of case managers. This project is an appeal to the administration of
the facility to request for three more case managers who shall assist in providing essential
services to the male offenders.

Issues being experienced by Managers in the Current Caseloads
Correctional case managers interact with daily with inmates. Through the interactions,
they analyze the tendency of the inmates to refrain or repeat their past behaviors of sexual abuse,
drug abuse, violence, robbery and crime. It is their responsibility to organize individual treatment
plan for the inmates with the purpose of making a difference in the future lives of the inmates.
Counseling is one of the strategies that case managers apply in assisting the offenders deal with
implications of their actions and help them acquire educational breakthrough in terms of
knowledge and skills that will assist the inmates lead a better life after leaving the prison for the

outside world (Tahan, Huber & Downey, 2006). However, with the underlying situation in the
facility, accomplishing this task is close to impossible. The following issues are being
experienced in the facility owing to the shortage of case managers:

1. Problems of Intake
The current case managers are experiencing issues of intake which involve establishing a
rapport with the inmates and orientations which is simply concerned with providing information
about the services of the facility especially the treatment plan. The intake exercise can be
difficult when the number of case managers is fewer than expected because providing such
information to a high number of inmates is unbearable. The managers might leave out essential
information that required to be given during the orientation exercise (Taxman & Bouffard,
2000). Failure to provide such information exposes the inmates to the risks of compliance with
the rules of the prison setting which may prompt sanctions. The best form of intake require to be
face-to-face which makes it more livelily and effective. This form of intake is, however, not
possible in the underlying situation prompting the managers to apply printed or videotaped
information. The orientation period for the inmates is a very important moment and determine
the well-being of the inmates for the rest of the time they would stay in the facility.
2. Problems of Assessment
There are purported difficulties in interviewing the inmates and taking their history about
substance abuse and other crimes that landed them in prison because of the time required in
taking the profiles and the heavy task involved. This task requires sufficient manpower to take
the records faster and ensure the data is available for use in the monitoring and evaluation
processes. Evaluation of this kind required enough time and case and the managers undertaking
