Policy analysis is about finding out what governments do, why they do it, and what difference those activities make. One result of that process is considering the termination of a program. However, this is not an easy process.

(1) Why are government programs seldom terminated? Provide at least three reasons in your response.

(2) Please present an example of a government program that should have been terminated and explain how it may have survived (think about stakeholders and their interests).

Programs established by the government are meant to offer essential services to the
public to meet the ever-expanding functions in the marketplace. Once established, most of these
programs become "immortal" such that their termination is difficult or does not happen at all. As
new programs come into place, those closed remain fewer. However, once a program starts,
other factors come into play and it becomes almost impossible to terminate the program.
Analysts posit that evaluation and analysis of policies in government at both state and federal
level are critical so that people get value for money (Henry, 2015). Program evaluation may not
