According to Flynn (1977), correctional facilities are meant to perform a number of roles
such as retribution, rehabilitation, and punishment to ensure that all offenders are reformed and
can be incorporated back into society. This has however not been the case because as they have
successfully ensured offender punishment and retribution but have failed to rehabilitate and
reform the offenders before having them re-assimilated into the society (Flynn, 1977: p. 8). Since
we are a democratic country, justice should be a fundamental aspect of our criminal justice
system which is basically meant to ensure that human rights are respected. Citizens are supposed
to live their lives fearlessly and with a surety of their security.
Additionally, tax payers spend incur a lot in terms of ensuring that the correctional
facilities are up and running which raises the need to ensure that they are achieving the goals for
which they have been set up. It is a pity that most correctional centers are characterized by
violence and victimization of the offenders; a major reason why they are not meeting their
objectives. Offenders in incarceration have been subjected to sexual assault and violence which
is mostly as a result of failure to separate violent and non-violent offenders. This means the nonviolent offenders actually learn to be violent while incarcerated as a coping mechanism which
further accentuates violence (Scarbrough, 2012). The courts still maintain that as much as the
society is being protected from the offender, the government has to ensure that the offender is
also protected from harm while incarcerated. The government therefore through the facility
administration has to look into matters such as overpopulation of the facilities, and the physical
layout to ensure that the security of inmates is guaranteed (Flynn, 1977).
