Several strategies to encourage consumer spending were used by both government and
businesses. Firstly, the Congress made tax reductions for the wealthy, and also on ready-to-wear
clothes, convenience foods, and even home appliances. Secondly, goods houses were turned into
department stores. These stores offered more variety and employed service innovations like
having restaurants, writing room, and babysitting. They also spectacled through elaborately
decorated windows, had fashion shows, and good interior displays of their merchandise. Thirdly,
tearooms for refreshment for shoppers, particularly women were created. Other strategies include
the rise of mail-order, national branding, use of credit like in the automobile industry was
promoted, and advertisements and mass circulation of magazines.
