Inmate abuse by prison officials is one of the social issues that tested the ability of the
courts to interpret individual rights in the context of the criminal justice system. In Gates v.
Collier (1974), four inmates of the Mississippi State Penitentiary (Parchman) in Sunflower
County filed a lawsuit against the prison official that alleged the violation of their constitutional
rights through the use of torture and unusual corporal punishment. Federal Judge William Keady
ruled in favor of the plaintiffs that the action of the prison superintendent violated their civil
rights under the constitution and ordered the immediate end of all forms of torture at the facility.
The judge in his ruling cited the Eighth Amendment rights of the inmates as a protection
to them against their handcuffing to cells and fences for long periods, as subjecting them to other
inhumane conditions such as lying on crates and stumps in awkward sitting and standing
