The Missouri Compromise of 1820 established a clear line between states where slavery was legal and states where slavery was illegal. Then, in 1850 another compromise banned the sale of slaves--but not slavery itself--in the nation's capital. These are but two of the many examples of the federal government attempting to solve, through legislation, a difficult and controversial issue.
