Change is inevitable in every organization in the sense that change occurs at every level since it is
what defines organizational competitiveness. All organization changes one way or another and the
process of change must be effectively managed to realize more excellent results from the change process.
It is imperative to understand that it is through change that an organization can transition from less
competitive to a very competitive organization. This is because, through change, an organization can
transform and revolutionize its work process and gain more significant results (Benn, Dunphy &
Griffiths, 2014). Change can take many forms within an organization. In other words, change can take the
kind of technology in which an organization transforms from its current technology to new technology.
Change can also take the way of management in which an organization transforms from the current state
of control to the other. Whenever a change occurs in an organization, the organizational management
must be able to make its employees accept and embrace change within the organization (Benn, Dunphy &
Griffiths, 2014). The readiness of the employees to manage the change process allows for the smooth
transformation and transition. If change is not adequately controlled, then there is a possibility that the
employees may develop resistance thus creating an environment where accepting change may not be
possible (Goetsch & Davis, 2014).
Challenges affect organizations of all sizes when it comes to change management. Local
government setting is no exception. Effecting change is never easy, and much organizational management
has reported failures in different instances. Change management requires leadership strategies that can be
used to compromise the workforce to accept the change without experiencing resistance (Goetsch &
Davis, 2014). All local government settings encounter challenges in marinating and engaging a
productive workforce. Increasing customer expectations, changing technology and changing government
policies requires effective leaders that can initiate and implement the change efficiently (Goetsch &
Davis, 2014).
