1. Assume you are a resident of one of the 40 states that offer incentives to movie companies. As a taxpayer, what are your feelings on what could be considered “your money” being used to underwrite the costs of film producing?

2. Discuss the advantages and disadvantages of states using tax breaks, rebates and/or grants to entice film makers to your state. Who are the winners and losers of such a program?

3. How could Los Angeles accurately calculate a return on investment for any incentives offered to film producers to produce in Hollywood? What are the difficulties of calculating such a figure?

Film incentives are not an appropriate investment of taxpayers’ money. The revenue
earnings obtained from the economic activities that are induced by film subsidies are far much
less than the direct costs of the subsidies that the state costs. To make proper use of taxpayers’
money, state governments should reduce the spending on the incentives and use the money in
other more productive economic investments. Additionally, film subsidies are costly by their
nature. State governments are actually overspending on film incentives instead on investing on
important public services such as education, public safety, healthcare and infrastructure. Though
film production creates jobs, most important jobs are normally taken by non-residents of the
state. Residents normally get casual jobs that are not well paying. Also, considering the number
