Executive Summary

Over the recent past, the Mayer's Memorial Hospital has undergone some heavy financial
constraints that have been perpetual. To overcome these challenges, the hospital has to change its
strategies. The hospital has decided to formulate a strategy that will enable it to overcome the
financial difficulty as well as improve the level of service delivery in order to improve the
outcome. The hospital has since improved from its previous status to a Critical Access Hospital
(CAH). In addition to the conversion to CAH status, the hospital has also included other
measures in its strategies such as the performance improvement, the improvement of the level of
patient care, availability of an emergency department, and increasing local community
engagement. These measures fall under the Flex program. The hospital also seeks to improve its
infrastructure by building new facilities and restructuring its operations in order to improve its
patient-holding capacity.
Key Issues
The key issues focus on finding out the relevance of the key objectives that are focused
on the flex program. The key issue is to look at the results of the implementation of the CAH
status change of the hospital. A research was conducted to find out these issues. The respondents
who were chosen were to help reveal the Flex program relevance by answering questionnaires.
The questionnaires were to help reveal, from the respondent's point of view the objectives, based
on the results that were most effective. The needs that were most required are also addressed.
Moreover, the difficulties that the Mayer’s Memorial Hospital should tackle are also addressed.

This helped to develop the key indicators or pointers that are required for the
achievement if the flex program objectives. This took the form of a status indicator. The status of
the indicators is important as it helps the hospitals to determine their role as a CAH in delivering
services to the community (Gale & Coburn, 2007). This is why there is a need for the
questionnaires since they enable a broad and in-depth look at the various perspectives that the
CAH covers as well as the Flex program.
There is also a need to identify the areas of continuous needs assessments. This is
important as it enables the identification of the areas that will provide a continuous challenge.
This will also provide areas that will require continuous needs. There are several more pointers
that have to be identified but with the first key pointers progress that can be accurately measured
and used as a benchmark for future purposes can be sought out. The effect examination of the
pointers leads to showing the utilization and maximization of the facility with a look at the Flex
program as its core base.
Another area that the key issues look at is the infrastructural needs of the hospital. This is
