Description

Conduct a risk assessment of a town, state, or country other than your own, and create a strategic mitigation, response, and recovery plan for presentation before the emergency planning board of your community.

Address the following in 8-10 pages:

  • What is the hazard or risk that you believe should be mitigated?
  • Why is this hazard or risk a priority?
  • What steps should be taken to mitigate the risk (project description)?

  • What are the anticipated costs associated with your suggested strategy?
  • What are the legal, political, and community impacts of the project?
  • What are the potential impacts or outcomes in those 3 domains if the recommended project is not undertaken?
  • Based upon the emergency management concept of incident management that includes the phases of preparedness and mitigation, response, and recovery, please identify the actions that will need to be taken in each phase as they relate to the hazard you have selected.
    • Identify the major challenges that the community and responders will encounter when responding to the hazard.
    • What solutions exist (e.g., mutual aid, contract services) to overcome those challenges? Explain in detail.
    • What should be the short- and long-term recovery goals of the community following this event’s occurrence?
    • Be sure to reference all sources using APA style.

Introduction
This risk assessment plan provides the mitigation efforts that would be put in place to
help reduce the devastating effects of natural disasters in New Orleans through effective disaster
preparedness and recovery plans. It provides strong legal, policy and institutional landscapes that
would be used to govern the risk management of any form of a natural disaster within New
Orleans City. It also provides a strategic mitigation, response, and recovery plan for
consideration by the New Orleans emergency planning board.
The Hazard or Risk That Should Be Mitigated
Natural disasters and calamities impose the threat of harm, damage, and loss of lives and
properties to the members of the New Orleans City. The hazard of hurricanes and frequent
flooding that has occurred in New Orleans due to heaving storms has caused the destruction of
properties and loss of lives (Bau, Brandao, Lakshmi & Yale, 2008). It is high time that the
authorities of the City of New Orleans find ways of mitigating these risks to reduce future
occurrences and disasters.
Why Hurricane and Flooding Hazard is a Priority
The hazard of hurricanes and other hydrological related calamities are a common
occurrence in New Orleans. The aftermath of Hurricane Katrina made it necessary for New
Orleans to come up with effective disaster preparedness and recovery plans that could mitigate
the future loss of lives and properties. Thus, this hazard is a risk priority because its occurrence
points out to the weakness in the policy, legal and institutional framework used to manage risks
within the city (Dufey, In Frenkel, In Hommel & In Rudolf, 2016). Besides, it is a risk that
requires major reforms for effective management since it is disproportionately borne by members

of New Orleans who are regarded as the least disadvantaged, leaving along the coastal and low
land regions with more likelihood of experiencing the risk.
The Steps Should Be Taken To Mitigate the Risk (Project Description)
The first step towards mitigation of Hurricanes and flooding in the city of New Orleans is
to set up a hazard mitigation office that would implement the risk mitigations measures. The
officers should be given the responsibility to implement risk mitigations measures through
regular planning cycles (Goss, 2014). The risk assessment in this plan such as the Hurricanes and
flooding must also be subjected to reviews and regular updates to provide an accurate picture of
the nature, frequency, and potential of the risks occurring. In addition, the New Orleans Hazard
Mitigation office should have clearly defined risk reduction strategies that can be used to reduce
the impact of the future disasters.
The New Orleans Hazard Mitigation office should also work in collaboration with local,
federal, and state agencies to implement sustainability and resilience measures that would ensure
that the city resumes its o...
