which the federal government is based upon, especially regarding the aspect of separation of
powers as well as checks and balances of representatives and departments (Wootton, 2003). He
believed that the legislative branch was the most important and important of the three branches
of government, since it was the one that was the closest to the people. For Madison, the
government must be capable of controlling its people. He also believed that each department
should have its free will and constituted in a way that every member had as little agency as
possible.
Particularly, Madison attempts to woo the reader that a new and more powerful regime is
indispensable in preventing cases of anarchy. However, he insists that having checks and
balances in the system will be necessary in keeping those in power from excessive power and
manipulation of others. First, he maintains that the most important aspect to creating a great
constitutional system is designing a government where those in leadership can be held
accountable for their actions (Wootton, 2003). In other words, Madison was in support of
constitutional arrangements that could control ambitious individuals in the government against
each other, ensuring that none becomes too powerful over the other.
From a philosophical stance, Madison’s proposition was that if all people were angels,
then there could be no need for governments or even representatives. It implies that if all people
would be counted on in doing the right thing at the right time all the time, then systems such as
anarchy could work. However, according to Madison, since all people are not angels, the
