Introduction
Being a prisoner excludes one from a generalized treatment as any other human being, it
gets sensitive when handling a prisoner with special needs .The appropriate authorities are
therefore required to appreciate and note the special conditions needed by the offenders, this will
entail adherence to the law with guidance of the human rights act. Special need offenders may
include those living with HIV, the mentally handicapped, the physically challenged and
substance abuse addicts. In order to achieve this, the offenders may be transferred to special
facilities or allowed to follow different program. The main objective of this course work is to
explain the needs of special need offenders in prison.

Confinement of special need prisoners has shown escalating numbers over the years,
especially of the mentally ill and substance abuse offender. It’s only natural for some people to
argue that a criminal is a criminal but it is important we understand that the level of judgment
and reasoning is different with the special need offenders. This confinements have causes a lot of
confusion in our jails, imagine having locked a mentally ill offender with other regular prisoner
,it is obvious that a lot of attention will be given to ensure peace is maintained among the
inmates but little attention will be given to other tasks. In order for amendments to be achieved,
the state and federal systems have to play a major role in setting up standards and efficient
policies.
Collective confinement has had prisons dealing with extra unnecessary costs time and
again. For instance in the medical department, yes general confinements are equipped with

medical resources but many are times the resources are narrowed down to the general standards
,but what happens when a special need arise ,it will necessitate hiring an expert or better still
transference to a medical facility. More funds that may have not been budgeted for will have to
be used up. In addition a mixed confinement will need extra security personnel in order to
achieve maximum peace and discipline , sadly the personnel may not be adequately trained to
deal with special needs which has led to isolation of the offenders , sometimes harsher conditions
