Let's talk about the impact of training. Many companies staff according to the workload and what needs to get done. Not many plan for 10%-20% lack of production from any individual. It is that 10%-20% of a person's time that is required for them be trained on new processes, soft skills, or technology.

I have a scenario at work today where we base headcount on the number of technical trouble tickets. The belief is that individual help desk technicians can do about 1.5 tickets per hour. The belief is also that technical knowledge can be gained through training. Up until 6 months ago, we did not budget training into our headcount projections. It was our customers which complained about untrained offshore technicians not knowing how to fix their problems. Had the company taken into consideration the training need to support their clients, we would have either kept the knowledgeable technicians (we laid off 1,200 experienced US technicians) or hired more people offshore to allow for training.

Training takes time, if your company has the time, GREAT. If it does not, the next time you hire someone, you will need to evaluate internal promotion or external expertise.
