Question Description

Task one

Technology and All-Hazards Planning and Response

A crisis or an emergency may be one thing to one person but a completely different set of circumstances to another person. Often, a president, governor, or mayor is in a position to declare a state of emergency. In this particular scenario, a high-pressure underground gasoline pipeline is running underneath a section of the city. For this assignment, you will discuss what information should be included in an assessment to determine the potential damage or likelihood that the pipeline will rupture and explode. A C3 or C4 command post is being preemptively established to address the situation should the pipeline explode.

Primary Task Response: Within the Discussion Board area, write 400–600 words that respond to the following questions with your thoughts, ideas, and comments. This will be the foundation for future discussions by your classmates. Be substantive and clear, and use examples to reinforce your ideas:

  • What types of equipment do you think should be included in the C3 or C4 facility? Explain your reasoning.
  • How do you think the facility should be staffed?
    • Consider education, training, and the interoperability and compatibility of equipment and personnel.
  • What types of technology do you think are essential to the strategic planning phase of all-hazards planning and response? Why?
    • How should decisions be made regarding the allocation of limited technological resources? Why?
  • Would you consider communications technology to be the most important technology for response operations? Why or why not?
  • What are the most significant problems or challenges associated with current communications technology? Explain.
    • What do you recommend for alleviating those problems and overcoming those challenges? Explain.
Task 2Qualitative and Quantitative Research AnalysisBelow is an example of a mixed methods approach to considering one element of the post-Katrina response.Problem statement: This researcher is interested in studying posttraumatic stress disorder (PTSD) in soldiers who deployed to the area from the 82nd Airborne Division, as compared to experiences they had in combat operations prior to Hurricane Katrina. The researcher wants to examine whether they experienced greater trauma helping Americans in trouble than they do on distant battlefields. The researcher intends to use survey instruments with carefully crafted questions, the answers of which she can numerically collate and process. After all of the data is processed, she intends to follow up with selected soldiers based on their answers by speaking to them personally and conducting conversational interviews.Primary Task Response: Within the Discussion Board area, write 400–600 words that respond to the following questions with your thoughts, ideas, and comments. This will be the foundation for future discussions by your classmates. Be substantive and clear, and use examples to reinforce your ideas:
    • Critically evaluate the problem statement. Is this a problem that can be undertaken or answered with the instruments she has listed she intends to use? Why or why not?
    • What other techniques or instruments do you recommend she add to her intended tools? Why?
    • Do you feel there is information missing?
      • If so, what information do you think is necessary? Why?
      • If not, how is the information sufficient? Explain.
    • What do you think are the assumptions this researcher seems to be employing? Explain.
      • Do you believe the assumptions are strong or weak? Explain your answer.
    • What do you think are some of the challenges or limitations this researcher might encounter during her study? Explain.
      • What might be some ways she can overcome these?

What types of equipment do you think should be included in the C3 or C4 facility? Explain your
reasoning.
A C3 or a C4 facility should have equipment that increases the disaster preparedness of a facility.
The command, control, and communication are helpful in providing solutions, instruction and
implementation of the previously set principles on dealing with an urgent situation that warrants
immediate action and quick response. Therefore, the C3 or C4 facility should have equipment
that helps in the facilitation of the function mentioned. An incident command system needs to be
in place, and all the involved parties and members of the command system in their various ranks
should have access to quick communication devices at hand that allows for quick relaying of
information.
How do you think the facility should be staffed?
Staffing of a C3 or C4 facility should be based on the objectives of the facility which are
grounded on the level of preparedness of the facility for emergencies including the life and death
emergencies. To this end, the staff should have leaders of teams in various areas or departments,
and these teams will be headed by group leaders. Apar...
